Many smaller restaurants and some hotels close for a few weeks after the holidays, and the town feels much quieter. However, compared to most of Europe, winter in the Algarve is very mild.
You can still enjoy sunny days, beautiful coastal walks and peaceful beaches without the crowds.

Final Thoughts
If you ask me personally, September is my favorite month in Lagos.
The weather is still fantastic, the ocean is warm, and there are fewer tourists than during peak summer. Wind conditions are usually calmer, which makes activities like kayaking, paddleboarding and boat tours even more enjoyable.
That said, the truth is that there is no bad time to visit Lagos. Each season offers something different.
